Mystery Catch

Kilchoan Early Bird has sent the Diary this picture of a jelly-like organism growing on an old creel.  He asks whether anyone can identify it.  It looks like eggs, but if it is what laid them?

Looks more like a type of sponge, or soft coral type creature. Only the top surface looks like eggs, and are more likely to be feeding or "breathing" outlets. My experience is only as an ex-sport diver, with an interest in the sea, so perhaps there may be a marine biologist who can be more help.
